This Is How You Reduce the Energy Consumption of Major American Cities

When it comes to housing, New Yorkers face one big, wasteful problem: That strange set of pipes sitting underneath a window emitting banging and gurgling noises. Each frigid winter, countless Big Apple residents deal with a radiator that either doesn’t work or heats the apartment to a temperature and humidity level that’s more appropriate to a Floridian beach.
Most Manhattanites aren’t able to regulate their heat with a thermostat. Instead, pre-war buildings (constructed between 1900 and 1940) are warmed by a system that boils water in the basement and sends hot steam, which rises and warms rooms through a network of pipes. At installation time, these systems worked astonishingly well, facilitating the construction of the city’s upward-piercing skyline. But the introduction of double-paned glass windows and other retrofits changed the temperature needs for various rooms. So today, a landlord has to turn on the boiler for long enough to heat the coldest room (it’s virtually impossible to redirect steam heat), prompting overheated tenants to open their windows to the icy air outside to regulate the temperature.
Radiator Labs, a startup in downtown Brooklyn, N.Y., introduced the Cozy to eliminate this waste. The device fully insulates a radiator and pushes out heat via a fan that is wirelessly controlled by a resident’s smartphone or computer app. When the fan is off, the radiator becomes hotter and hotter, and its excess heat eventually diffuses back through the building’s pipes — signaling to the basement’s thermostat that all the rooms have been adequately heated. If Cozy is used building-wide, Radiator Labs reports that it can save up to one third of the energy required for heating.
Marshall Cox, the device’s inventor, lived in a “horribly overheated apartment” while he studied for his doctorate in engineering at Columbia University. He didn’t mind the temperature himself, but his brother, a professional ballet dancer, stayed with him for six months during a Broadway run and complained nonstop. Cox invented the system, essentially, “to shut him up,” he says.
Radiator Labs has already convinced 10 buildings to install the Cozy in every flat. With help from the New York State Energy Research and Development Authority, Cox has plans to expand to 40 buildings. Radiator Labs also sees vast growth potential in other urban cities that were built at the turn of the century, like Chicago or Philadelphia.
“If you want to put a dent in fuel consumption and pollution in big cities,” cutting out inefficiencies in heating — “the single largest energy expenditure” — is the way to go, Cox says. “For the first time in the history of the building,” he adds, “we’re making the tenant comfortable while reaping this benefit for the building owner.”
With the average American shelling out $3,052 on energy costs each year, the Cozy has the potential to provide huge monetary savings for apartment dwellers and immeasurable savings for the planet as well.

These Yoga Teachers Empower Domestic Violence and Sexual Assault Survivors to Reclaim Their Lives

Tara Tonini slept with a shotgun. After months of being in a violent relationship, she found the strength to leave and get her own apartment, but her abuser was stalking her and threatened her life.
Sadly, Tonini’s experience isn’t unique.
In the United States, about one in four women will experience domestic violence during her life, according to the Center for Disease Control and Prevention. It’s extremely dangerous for a battered woman to leave an abusive partner, and those who are brave enough to do so often suffer from PTSD for years.
Tonini is now the program director of Exhale to Inhale, a nonprofit that brings free yoga classes to shelters and community centers that serve domestic violence and sexual assault survivors. It also trains volunteer instructors to lead trauma-informed yoga classes. Tonini credits yoga for where she is today.

Emphasizing Learning over Memorization, This Group’s Students Achieve Life-Altering Success

Eric Eisner is that teacher you feared, the instructor who set high expectations and believed his students would push themselves to meet them. He praises success, but doesn’t shy away from criticism. Maddening as the workload could be, he was the teacher whose class you appreciated most, since the challenge gave you a better sense of your own capabilities. Tough love, some might call it. “I’m rough, I’m abrasive and blunt,” Eisner says of his teaching style. “The thing in the jungle that bites.”
Eisner has no formal background in education. He came to it, by chance, as a second career. After graduating from New York’s Columbia Law School in 1973, he crossed coasts and entered the glitzy entertainment business in Los Angeles, working his way to the top spot as president of the David Geffen Company. Big paychecks bought a home in the city’s western hills, paid for his kids’ private school tuitions and allowed him to retire in his late forties.
Looking for a way to occupy his time outside of improving his golf game, Eisner was persuaded to get involved in a nonprofit in South Los Angeles, a low-income, predominantly Hispanic area. (It took some coaxing: “I had time, but I lacked the inclination to give it,” he confesses.) Eisner recalls not knowing what he could do for the families the nonprofit helped, but he wanted to meet the children to find out what made them tick. Partially, this was self-serving — he wanted to better understand his own children, whom he was losing in “the battle to pop culture” — but he also wanted to know why kids weren’t learning in school.
The roundabout answer to those questions led to the founding of Young Eisner Scholars (YES) in 1998, a group that took the “smart kids” out of regular classes for biweekly lessons on debate and language, helped them transfer to private, high-performing high schools and mentored them through college graduation and their first jobs.

YES has mobilized $50 million in financial aid and scholarships to fund its scholars’ tuition and underwrites college tours, application fees, summer programs and medical bills beyond a family’s budget. All that capital seems to have paid off. The scholars come from neighborhoods where two-thirds of students drop out of high school, but YES’s participants have been accepted to top-tier universities and won prestigious awards like the Fulbright, QuestBridge and Gates Millennium scholarships.
Eisner admits that YES was never founded with a long-term vision in mind. Instead, the group pivoted as they learned more, reacting with the critical thinking Eisner wants to see his kids develop. The program has found success in urban Los Angeles, Chicago and New York City, and this school year, it’s testing its worth in four schools in western North Carolina. (The expansion into Appalachia drastically increased the number of white children participating in YES.)
Justin Hicks, YES’s Appalachia program coordinator, says he spends much of his day in the car, driving 45 minutes to each school on one-lane switchbacked roads. A graduate of Appalachian State University in Boone, N.C., Hicks pitched the idea for a rural version of YES during his first phone interview with Eisner. In this role for less than a year (previously, he was an intern with the organization), Hicks sees cultural differences in what these children hope to be — youth saying they want to be carpenters and farmers when they grow up, instead of lawyers or doctors — but he doesn’t see a difference in their ambition, the way they learn or their intellect. For now, the program is waiting to see if children from rural backgrounds will express interest in attending first-rate schools far from home, like their first-generation immigrant, urban counterparts.
An essential part of YES’s strategy and the way Hicks runs his classrooms is with an emphasis on language. Typically in schools, children are judged by how they perform on tests. If they score well, they’re considered to be smarter. But once Eisner started prying into how much his students actually comprehend, he realized that they were often memorizing answers that would later appear on exams, rather than learning concepts.
In hour-long sessions during the school day, YES reverses the “I, We, You” model (the teacher demonstrates, the students practice with her aid, the kids do homework alone) into something closer to the Socratic method. There’s no instruction without student participation. In math lessons, this means that there are no equations, only word problems like “If two trains, 56 miles apart, leave stations at the same time…,” although the instructors often deliberately leave out the question. When learning vocabulary, flash cards are practically banned, because Eisner says, they often define words using other terms the kids barely understand. Instead, YES sessions involve personal discussion and debate over contemporary issues.

While its students are thriving, Eisner’s answer might not be a scalable solution to our nation’s failing public schools. For one, YES requires huge sums of cash, which bars it from assisting more than a few dozen students in any given city. And troubling for some is the fact that YES plucks only the best students — the talented tenth, to use W.E.B. DuBois’s words — out of the public school system, leaving the most troubled students behind.
Eisner, for his part, would agree with DuBois about elevating the most exceptional students from low-income backgrounds is a way to bring along the rest of the class. He updates DuBois’s 1903 essay with a modern spin. “We are an advertising agency for educational aspiration. The fact that a kid goes to Harvard or Yale or Stanford or Columbia, there’s a little perfume that goes with them when they come home from school. It might reach a friend or cousin,” he says. “We succeed when these kids become glamorously successful.”

13 Questions with Marine-Turned-Poet Maurice Decaul

On his first day in Iraq, Maurice Decaul realized that despite being a member of the U.S. Marine Corps — an organization that, in his own words, “relentlessly trains for war” — he only had an intellectual understanding of war. That feeling was displaced quickly as artillery fire sounded around him. And in the eerie silence between booms that all but confirmed loss of life, Decaul says that he became a writer.
His transformation from soldier to poet and playwright didn’t happen overnight in a foreign land. Years later, in a veterans’ writing workshop, he recorded memories of that day — an attempt to understand what happened and how he felt about it. Finding words to express his emotions made Decaul realize that the experience completely numbed him. “But writing helped me excavate the why of why I went numb,” he explains, going on to say that the process got him “back to being in a place where I could feel again.” See Decaul share this story of resurrection and recite his poem “And The War Was In Its Infancy Then” at the recent Got Your 6 Storyteller event, a campaign that honors and celebrates the talents, skills and leadership of our veterans, in the video above.
In this exclusive interview with NationSwell, Decaul discusses what inspires his service as a veteran and his work as a poet.
What does it mean to be a veteran?
Beyond the technical definition, for me it means being of service to other veterans, especially younger people. A few months ago, I was speaking with a friend who is a veteran of the Army, and we are both writers and we both served in Operation Iraqi Freedom. I mentioned to him, for me, because I have been fortunate over the years to be offered great opportunities to write and to create, I now see it as my duty to help those coming after by sharing what I know and contacts and being a mentor.
What inspired you to serve your country?
My family and I are emigrants and one of my earliest memories is seeing a Marine Embassy Guard. After relocating to the United States, I found myself reading a lot about Marines. I remember hearing about the battle of Khafji. I remember hearing about those Recon Marines on a roof calling fire onto occupying troops and the audacity of that…I was hooked, I wanted to be like them.
What 3 words describe your experience in the service?
I served in the Marine Corps and our core values are honor, courage and respect. For me, those words drove the way I tried to behave in and out of uniform. At the core of those words is the notion of integrity — doing what is right, not what is expedient or self-serving. Drill instructors ensure that recruits fortunate enough to graduate and become Marines leave training knowing the importance of our core values and integrity. This is key to maintaining discipline and esprit, and I’ve kept these values in the civilian world.
What is the quality you most admire in a comrade?
Enthusiasm for the work we are doing.
Who are your heroes in real life?
The people who I admire are those who are able to take an idea and go beyond having the idea to making something out of it. I guess, I’m thinking broadly about risk takers. People who aren’t afraid to challenge institutions, thought patterns and naysayers. Entrepreneurial people who are courageous enough to try.
Who was the most inspirational person you encountered while serving?
I served with a Marine named Sgt. Ali while in Iraq in 2003. He was my roommate over there and beyond his general excellence, he knew how to lead. He led by example, understood fairness and is one of the most honorable and courageous Marines I ever knew. I know there were times when he must’ve felt fear, but he was resolute in the face of it. I respected him. I still respect him. I felt honored to serve with him. I would still follow him.
If you could change one thing about your service, what would it be?
I wouldn’t. It’s made me the person I am.
What do you consider your greatest achievement?
There isn’t one specific thing, but I know I would’ve regretted not joining the Marines. I’m glad I did, and I am glad I got to serve with great people like Sgt. Ali and many others.
Who is your favorite writer?
I have several writers that I go back to: Yusef Komunyakaa, Yehuda Amichai, Jack Gilbert, Jorge Luis Borges and Pablo Neruda. None of them are more important to me than the others. They inform my work, my thinking. Also, I’ve been fortunate to have exceptional writing teachers such as Edward Hirsch, Sharon Olds, Yusef Komunyakaa, Timothy Donnelly and Anne Carson. I love them all, deeply.
What is your favorite topic to write about?
I write about the people forced to make difficult and/or impossible decisions. Sometimes these people are participants in conflict, sometimes not. But I am interested in the ambiguity, the space between right and wrong.
What is your favorite poem?
Jack Gilbert’s “Married” is one of them.
How does your military service impact your writing?
Well, the wars are often the theme, but I am curious about how people in extremis make decisions and how the consequences of those decisions shape their lives.
What is your motto?
There is no right answer

THE HARDWORKING GROUP THAT’S RESTORING THE SHORELINE OF AMERICA’S LAST FRONTIER
Chris Pallister and his small, devoted crew are leading the largest ongoing marine cleanup effort on the planet. Since 2002, Pallister’s organization, Gulf of Alaska Keeper, has been actively cleaning beaches in Prince William Sound and the Northern Gulf Coast. The nonprofit’s five boats, seasonal crew of 12 and dozens of regular volunteers has removed an estimated 2.5 million pounds of marine debris (mostly plastic items washed ashore from the Great Pacific Garbage Patch) from more than 1,500 miles of coastline. THE STATE THAT’S ENDING HOMELESSNESS WITH ONE SIMPLE IDEA
Utah set the ambitious goal to end homelessness in 2015. As the state’s decade-long “Housing First” program, an initiative to place the homeless into supportive housing without any prerequisites, wraps up this year, it’s already reduced chronic homelessness (those with deeper disabling conditions, like substance abuse or schizophrenia, who had been on the streets for a year or longer or four times within three years) by 72 percent and is on track to end it altogether by early next year. New Orleans native Burnell Cotlon wants to feed his 3,000 neighbors. Already, he’s opened a barbershop, a convenience store, and a full-service grocery store in a neighborhood that has been identified as a food desert. [ph]

“They had our backs, let’s keep the shirts on theirs” is more than just a motto for Mark Doyle. It’s the business model on which he built Rags of Honor, his silk-screen printing company based in Chicago that provides employment and other services to veterans. In the three years since its inception, Rags of Honor has grown from four employees to 22, all but one of whom are veterans at high risk of homelessness. [ph]

The Charismatic Gardener Whose Giving Is Inspiring Future Community Activists

When Karen Washington, a black urban farmer in the Bronx, learned that she was the recipient of the $10,000 AllStar prize, she was dumbfounded. Her mouth hung open in shock. Oversized check in hand from NationSwell and NBCUniversal, Washington stood onstage in silence, a rare moment of speechlessness from a charismatic storyteller.
Now that a month’s passed, NationSwell caught up with Washington to discuss that emotional moment and her future plans. Washington has already doled out some of the funds in New York City’s poorest borough and hopes her giving will inspire more donors to step forward to help her match the prize and start a community foundation that will back other local activists.
Looking back to the NationSwell Summit in early November, Washington thought she had no chance of winning. “Here I am 61 years of age, and I’m with a younger generation who knew all about social media, and this competition was all about social media,” she says. Her strategy to get online votes? “The only thing I can do is tell my story,” she says, and mobilize folks with some good, old-fashioned word-of-mouth organizing.
After her name was announced, Washington was “just so overwhelmed with emotion,” she says, her voice cracking into a restrained sob. “I guess I never knew how much I was really loved. I never knew how far-reaching it was, the impact that I had on so many people across the world that took the time to vote for me. And that’s when it hit me, right then and there.”
Inspired by that outpouring of love, Washington is sending that affection back to her neighborhood. Already, she’s given money to a community garden to help build a retaining wall, funded an apprenticeship program at a farm and group for young men of color, paid the funeral expenses for a farm school student who died suddenly and contributed to a legal defense fund for black farmers threatened by foreclosure.
Her aim is not to fund big projects that other nonprofits are already working on. Instead, Washington wants to help community activists who can’t get grants elsewhere. She’s looking for the locals who don’t make the headlines — the ones whose operation is too small to have a full-time grant-writer.
Washington is keeping diligent notes about each dollar to track how her impact magnifies. She isn’t asking for anything back, but the money does come with one condition: As soon as the person has a few extra bucks, she asks that he or she pass along the surplus to another activist in need.
As soon her name was announced, Washington thought to herself, “You know what? I won for a reason.” But then she corrected herself. “No, we,” she said. Her family, her gardening friends and fellow farmers, her community. “We won for a reason.”

Homeless and Jobless, This Man Found Hope Running 26.2 Miles

Kevin Gonzalez, a 24-year-old from the South Bronx, had been training for the marathon his entire life — he just didn’t know it. Gonzalez didn’t regularly go on 18-mile training runs on the weekend nor did he spend hours on the treadmill; in fact, he wasn’t a runner at all. But his tough upbringing prepped him to endure a long haul, not just a sprint.
After a pre-dawn run, Gonzalez met with NationSwell recently in the front lobby of the Bowery Mission, a men’s residential recovery center in East Harlem, N.Y. After living at the shelter for a few months, Gonzalez signed up with Back on My Feet, a program that uses running to instill responsibility and self-sufficiency, with the ultimate goal of running the 2015 New York City Marathon. Gonzalez heard that the nonprofit’s morning runs had translated into 2,000 jobs and 1,400 housing placements for homeless participants, so he laced his running shoes to test whether he could be the organization’s next success story.
“I went from running the streets to running to save my life,” Gonzalez says. “Now I knew what I wanted to do and why it mattered. I had the dedication and a goal to achieve.”
That feeling of determination was new for Gonzalez, who was orphaned at a young age and spent his childhood in the foster care system. From age 17, he’s been on his own. With a minimum-wage job, Gonzalez was able to pay for his own apartment for a year before moving with his girlfriend’s family. Struggling with addictions — alcohol, drugs and cigarettes — he lost a job and was kicked out. Without anywhere to go, Gonzalez was living on the street.
His first run wasn’t easy. Another Back on My Feet member ran alongside Gonzalez for the whole hour to make sure he wasn’t alone. But that guy wanted to chat, something that Gonzalez, who was struggling to breathe, found impossible. Six months since he started, a morning run has become part of the routine, and Gonzalez’s lungs have greater capacity.
“Nothing is as relaxing as breaking a quick sweat,” Gonzalez says. “It helps with my stress and anxieties. I feel like I’m 18 again. I’m in the best shape of my life.”
The weekend before the Big Apple’s marathon last month, on one of his final practice workouts, Gonzalez stumbled and sprained his ankle. He had trained so hard and the injury didn’t seem that bad, so Gonzalez continued with his marathon plan. With his toe on the starting line in Staten Island, his shoulders were tense with nervousness. Using the resilience he’d built and strengthened over so many years, Gonzalez pushed his worries about the injury aside.
When he passed the 18th mile and saw the cheering supporters from the shelter at 110th Street, he knew he could make it. Four and a half hours after starting, he crossed the finish line in Central Park.
With one marathon down, Gonzalez already has his sights on his next one. He now has a job walking dogs, and he expects to enroll in school next year. He’s planning to run the marathon again in November 2016, cutting an hour off his time.
“I’d say running has saved my life,” Gonzalez says. “I found hope. Things are brighter than ever.”

Marriage Equality Happened, But LGBTQ Youth Still Face Acceptance Struggles. Not Here

At least four days a week, Qing, a 24-year-old black gay man, buzzes into an unassuming, century-old high-rise near New York University in lower Manhattan. Squished between an upscale fitness center and a Lebanese eatery, the building’s double glass doors are blank. Its dimly lit hallway appears to lead to a freight elevator. The only clue to what’s inside is a modest sign over the entrance, identifying it as “The Hetrick-Martin Institute.”
When the elevator doors open onto the third floor, the building’s drab exterior falls away like Dorothy’s first Technicolor step into Oz. Here, at the Institute (or HMI, for short), the walls are splashed with rainbow murals, a pointed reference to its work helping New York City’s gay youth. Qing comes here to work on his freelance fashion designs, eat a hot dinner at its cafe and participate in group discussions like “In the Clear” on Tuesdays, where homeless youth share tips on steering clear of rain and snow, or “Neutral Grounds” on Thursday, which focuses on HIV (for kids both positive and negative) and the stigma surrounding the disease.
“Most of the time, if I need a safe space to go to, a place to digress, just to feel cared for and loved, I will always come to HMI,” he tells NationSwell, sitting in a classroom at HMI.

Qing’s main interest is in fashion design, but he comes to the Hetrick-Martin Institute to take advantage of its various resources.

The son of a“deadbeat dad” that was in and out of prison and didn’t “want to change or help himself,” Qing (who asked that his last name not be used), grew up in rough part of the Washington, D.C., area, with his mother and sisters. Homeless for a five-year period, Qing drifted through eight different schools by the time he reached eighth grade. “Sometimes I feel like I’m destined to be like my dad,” he worries before adding, “I use my past as my motivation.”
Qing left his family in Virginia to pursue his fashion and design dreams in the Big Apple. As a child, he escaped life’s commotion by sewing or sketching outfits. “I want to have my own fashion house one day,” he says. “They have an open studio [at HMI], which I can’t find anywhere else. The space, the materials, the proper tools are there to use: my mannequins, fabric, pattern paper.” Recently, he painted, glittered and bedazzled a shoe to turn it into a flower pot. He shipped it home as a gift for his mom.
“Here at HMI, I actually learned how I am more, how I want to be. I came to understand that I live in color and that I don’t have this monotone life, I guess. We always learn to walk in your truth. I practice that every day — being more authentic — like myself all the time,” he says. When visiting certain New York City neighborhoods, like Harlem, people would stare at Qing. “Now, they respond differently. If you show that you respect yourself and love yourself, they will treat you the same way.”

The Hetrick-Martin Institute was founded in 1979 when Dr. Emery Hetrick, a psychiatrist, and his partner, NYU professor Dr. Damien Martin, heard about a 15-year-old runaway who was beaten and tossed out of a group home because of his sexuality. Outraged, they mobilized advocates and welcomed LGBTQ (lesbian, gay, bisexual, transgender and questioning) youth into their West Village living room. (The organization, formerly the Institute for the Protection of Lesbian and Gay Youth, was renamed in their honor when both died from AIDS.)
“It was a very different planet. This was a time when ‘homosexuality’ was in the same paragraph as mental retardation in the [American Medical Association] Journal,” says Thomas Krever, HMI’s CEO, a native New Yorker who previously ran gang intervention programs in Brooklyn and knows firsthand what it’s like to be young and gay. He praises recent significant gains, but acknowledges that homosexuals are still a long way from equality. (For instance, you can read national headlines about a judge in Utah who took a 1-year-old girl away from her lesbian foster mothers, how Houston voters rejected an ordinance protecting gays from discrimination or the latest on Kim Davis, the Kentucky clerk who became a poster child for Christian conservatives for denying marriage licenses to gays. Even in the liberal mecca of New York City, slurs are hurled at same-sex couples walking in Central Park.) And as Krever points out, “I can get married on Sunday and fired on Monday in more states than not.”

HMI has sometimes been pigeonholed as an after-school program for gay youth, but Krever articulates a much more comprehensive vision, inspired by Hetrick and Martin’s initial outreach. At its location on Astor Place, which it co-inhabits with Harvey Milk High School, a public transfer school for kids who were bullied at other schools, HMI wants to create a safe space for 13- to 24-years-olds to be who they are, “where they can get information that is accurate, maybe meet somebody that looks like themselves and has a similar history and experience the rites of passage that this population doesn’t have,” Krever says. (“I know for myself, at high school prom, I was dancing with my [female] date but staring longingly at the boy I had a crush on,” he says.) “It doesn’t mean teaching them fear and how to deny who they are, but how to navigate a system that is not tolerant and accepting,” Krever adds. Through discussion groups, career readiness classes, health programs, academic enrichment and extracurriculars, HMI encourages the 2,000 youth who come through their doors annually to thrive. In the process, it may also shift the opinions of hundreds of thousands of others who witness the teenagers’ successes.

Like the wraparound model at Harlem Children’s Zone, HMI focuses its work on the young person as a whole, addressing homelessness, substance use and risky sexual behavior as symptoms of underlying trauma, rather than as isolated problems. Five counselors provide rigorous therapy for LGBTQ kids who are struggling with their sense of self or are frustrated by feelings of repression and a thwarted desire for certain social interactions.
“Through those double doors in the counseling wing, you have young people that are literally in crisis, with therapists and social workers who are getting at complex trauma and a history of mental health issues,” says Rofofsky.
A typical session might start with a young person revealing his desire to come out to his parents. A counselor will respond, “How about the goal is not whether you’re going to come out or not, but why don’t we explore all the areas in your life that could be safe or unsafe?” As the conversation unfolds, they might explore the details of what coming out would look like at home, in the neighborhood and in the classroom. Often, the teenager may indicate other issues. Worries about a parent getting physically violent upon the revelation of their sexuality, for instance, might lead to more sessions about any underlying childhood abuse.

Some discussions happen in a group setting, like the ones that Qing attends, or through an art therapy class, which 21-year-old Kahdija, a straight ally from Brooklyn, enjoys. Kahdija first heard about HMI from her older sister, who came out as bisexual. She was scared and unsure of what to expect when she first took the elevator up, but she walked in and found a lot of “very flamboyant” guys all dancing. “I’m here everyday, even on Saturday,” she says. “Yesterday, I stayed at school to finish up work and I kept looking up at the clock to see if I had time to make it to HMI.” When NationSwell visited HMI, Kahdija was finishing up a painting of a snake, refining the colors so that the reptile’s skin was dark with shade in all the right places.
Kahdija says participating in discussions has already changed her viewpoints. A few blocks from where she lives in Flatbush, she once saw a transgender woman harassed by a man yelling obscenities. Kahdija, across the street, watched in horror, but remained silent. After spending time at HMI, she’s now ashamed by her inaction. If she were faced with the same scenario today, she says she’d tell the guys off and suggest the woman go inside where she’d be safe.

It’s precisely that kind of leadership and understanding of the challenges faced by LGBTQ youth that Krever wants to see. He still vividly remembers his first months on the job in 2003, when members of the Westboro Baptist Church (who hold the infamous “God Hates Fags” signs) planned a protest outside the Institute’s doors to mark the start of the school year. Exiting the nearby subway station, Krever heard a roar and his stomach dropped in fear. He turned the corner to discover that the noise came from more than 500 supporters who had made a human chain to allow safe passage for the kids. “It’s how I knew I was at the right place and at the right time,” he recounts tearfully in his office. “I long for the day when it’s not a big deal when another CEO says he’s gay,” Krever says. Today’s not that day, but with HMI’s work, it can’t be far off.

The statistics are troubling. Only about 16 percent of students in Harlem pass the New York State English Language Arts exam. And just 31 percent of children across New York City pass it. But one group is changing that.
The Reading Team, a Harlem-based literacy organization, is working to make children who are at high risk of reading failure active and excited learners. And it’s finding success: In 2015, 80 percent of Reading Team children passed the New York State English Language Arts exam.

Removing Children from Abusive Situations at Home Isn’t Always the Answer. This Is

Elisa Izquierdo was conceived in a Brooklyn, N.Y., homeless shelter and born with cocaine in her bloodstream in late 1980s. Her mother, Awilda Lopez, went on week-long drug binges and cashed welfare checks to feed her crack addiction. Two of Lopez’s other children lived with relatives, removed from the home by the court system.
Social workers placed Izquierdo in the custody of her father, where she remained until his death in 1994. After returning to live with her mother, school officials noticed that Izquierdo was withdrawn, walked as if recovering from an injury and had a large bruise marking her head, prompting them to call child welfare. Lopez responded by pulling her daughter out of the school. “When I asked her if she was hitting Elisa,” Izquierdo’s aunt recalls of a conversation with her sister, “she told me no, that she just punished her.”
In November 1995, three days before Thanksgiving, Lopez beat her daughter to death by throwing her against their housing project’s concrete wall, the impact causing the six-year-old’s brain to hemorrhage. After seeing the body, one police lieutenant told reporters that it was the worst case of child abuse he had seen in his 22 years on the force. Authorities had been notified of Izquierdo’s case at least eight times, but failed to respond despite plangent cries for help ringing out repeatedly.
The shocking murder, for which then-Mayor Rudolph Giuliani said the entire city was “accountable,” led to the creation of the Administration for Children’s Services (ACS), a governmental body with a $2.9 billion budget charged to protect the well-being of New York City’s children. During its overzealous beginnings, the agency took things too far. In 1993, more than 45,000 kids resided in foster care. This year, in an equally stunning turn, those in the system numbered just 10,400, less than a quarter of its prior size. But with a spate of deaths in 2014, is the reduction in foster care population endangering children?

At the time of Izquierdo’s murder, budget cuts placed heavy caseloads — allegedly as high as 25 families per employee in Queens — on child protection workers, who had little access to data collected by other city agencies. The entire child welfare system was based on “paper case files and folders,” some stacked five feet high along the office walls, says Andrew White, ACS’s deputy commissioner for policy, planning and measurement. A month after Izquierdo’s death, Mayor Giuliani contemplated an additional $18 million cut, largely from the team of field investigators. By the time the budget was drafted, however, he decided to take more decisive action by creating ACS to manage child welfare cases.
By setting up ACS to operate outside the larger social service bureaucracy and appointing a former federal prosecutor to head the agency, Giuliani set a presumption of action. “The philosophy of child welfare has been too rigidly focused on holding families together, sometimes at the cost of protecting babies and children,” Giuliani said in his 1996 address to the city council, according to The New York Times. “When a child is abused, when child safety is in question, then government must act.” Almost overnight, ineffective investigations were replaced by punitive interventions.
But soon, mismanagement crept back in: One contractor faked records, while another misspent thousands of dollars at Saks Fifth Avenue and Neiman Marcus. Mayor Michael Bloomberg’s administration vetted long-standing partnerships with group homes and residential rehab facilities, ending those that weren’t up to snuff. ACS’s professional staff began integrating a more rigorous understanding of mental health, domestic violence and substance abuse into their work, a move that would culminate in the next administration’s integration of research on trauma.

In the last year and a half under Bill de Blasio’s mayorship, ACS pioneered new tactics to keep families united, shifting its emphasis to 11 evidence-based preventative services, which officials believe is the largest and most diverse continuum of child-centered programs anywhere in the world. Serving 19,962 families last year, the agency now asks, why take a child away from a bad parent if the city could help that parent do a better job of parenting in the first place?
“Since the late Nineties, there’s been a recognition that foster care is not a panacea. Foster care is very valuable in certain situations and very necessary in certain situations,” explains White, before adding that it’s also a traumatic experience for children that often doesn’t lead to positive results.
A growing body of work by sociologists and neuroscientists points to the negative effects of distressing, adverse experiences in childhood as the root for many developmental problems. Parents who were physically abused or neglected as kids are more likely to treat the next generation in a similar fashion, according to Cathy Spatz Widom, psychology professor at John Jay College of Criminal Justice. That logic drove Giuliani to aggressively remove kids from dangerous upbringings, but advocates wondered if being separated from parents traumatized foster children?
By examining foster care records, Spatz Widom found little difference in arrest rates during adulthood between kids abused or neglected at home and those placed in foster care or with a guardian — proving that the instability of being removed from the home does not cause a child future harm. That being said, Spatz Widom did discover that children who were moved three times or more developed significant behavior problems — “chronic fighting, fire setting, destructiveness, uncontrollable anger, sadistic tendencies, and extreme defiance of authority” — and, in adulthood, had arrest rates that were nearly twice as high. Stability, she concluded, was hugely important for a child’s development.
“Foster care is expensive, not only in financial terms but in human psychological development. The breakup of a family causes all kinds of trauma, and sometimes that’s necessary. But a lot of times — and we know from looking at cases now — many of the parents we work with today went into foster care during the crack years,” White says. “It’s devastating to see they don’t have stability in their lives, and they don’t have the parenting skills. You can see the history in what’s happening now. We don’t want to repeat that. We want to ensure families get what they need now.”

During an intervention today, ACS first tries to repair a family with intensive therapy and developmental workshops. If that fails, it looks to non-custodial parents or other family members to act as caretakers, keeping the family as intact as possible. “This is not a cookie-cutter approach. It’s individualized service to address their unique concerns,” White says.
Many of ACS’s 11 models were adapted from other realms of social work, particularly criminal justice, and cover every imaginable scenario. Brief Strategic Family Therapy, for example, is targeted at reasserting parental leadership when minors develop drug addictions and other behavior problems. Child-Parent Psychotherapy, meanwhile, helps mothers strengthen attachments with children under five who experienced a traumatic event, ensuring the youngster feels a sense of safety. There’s also various levels of monitoring. Family Treatment and Rehabilitation, which is on the high-risk end, helps participants achieve a baseline of sobriety (for instance) with three visits a week, while a low- to moderate-risk family struggling with poverty may partake in Family Connections, where plans are reevaluated every 90 days. A team of six improves program development, and other staff continuously monitor contractors to ensure correct procedures are followed.
Many are still critical of ACS, particularly when it comes to the length of time children stay in foster care — a median of 53 months in 2014 — waiting to be adopted. The city’s public advocate, Letitia James, filed a class action lawsuit in July on behalf of 10 foster children, which pointed out that New York City’s wait times are twice as long as the rest of the country and that children suffer higher rates of maltreatment while in foster care. In a press release, James claims that, “ACS has delegated foster care to 29 contract agencies, but has consistently failed to monitor these contract agencies — leaving thousands of children languishing in the system with no permanent home.” ACS attributes much of the adoption delay to bureaucratic systems outside their control and says their new programs are making headway. A settlement with Gov. Andrew Cuomo was reached in October, and a state-appointed monitor was assigned to ensure the city takes corrective action; ACS is still contesting the legal challenge in court.
Despite the suit, White looks at ACS’s progress today and believes that “we are far and away the leader in the country doing this work on the preventive side,” he says. “A small foster care system is a reflection of a healthy city. We have a city now that is more stable for families than back in the Nineties.”
The hope is that today, child protective workers would visit an Elisa Izquierdo earlier and regularly. They could provide treatment for her mother’s drug addiction and diagnose any mental illness. The innocent girl could be placed with another family member and would have the opportunity to grow up. Because of Izquierdo’s death, a system changed. Now it is ACS’s responsibility to ensure that she didn’t die in vain.
