Credible Messengers Help Turn Former Convicts Into Leaders

For Julius Walker, success is defined by small moments. Like the time one of Walker’s students called his cohort his “family.”
The significance of such a moment might escape the notice of some people working in the criminal justice system. But not Walker. He knew right then that his student was going to be all right. “When [students] know they have a support system to latch on to, it gives them a lot more confidence to face the world,” Walker says. “Our goal is to get the young people to know that we are in this with them.”
Walker is the program coordinator for Arches Transformative Mentoring, a New York City-based program that works with youth on probation to change, in sustainable ways, the behaviors and attitudes that can lead to criminal activity.
The key to this program is an initiative called the credible messenger approach to restorative justice. It pairs at-risk and justice-involved youth, who are individuals who’ve been involved with the criminal system, with people who have had comparable life experiences, such as ex-convicts or ex-gang members. “When you think of a credible messenger, you think of those closest to the problem are closest to the solution,” says Jason Clark, the program manager at King County Credible Messengers Initiative in Washington.
These credible messengers, who are paid and trained for their work, support and guide 16-to-24 year-olds in every aspect of life. Whether it’s explaining how probation works or answering a text message at 2 a.m., credible messengers provide tools, strategies and personal experience to keep the youth out of the criminal system.
A credible messenger approach not only prevents young adults from reentering the penal system, it also has the potential to save money. In 2011, 43 percent of people released from incarceration were rearrested, according to Pew Center on the States. According to Vera Institute of Justice, in 2015 the average cost of an inmate was $33,274 a year. In places like New York, it can cost around $247,000 a year to house a single inmate, according to A More Just New York City.

Credible messengers sit at the intersection of education, government and community, and the approach is designed to work holistically. Program officers work directly with government employees, like law enforcement and teachers. For example, the Arches Transformative Mentoring program relies on probation officers referring young adults to the program, whereas many mentorship programs do not have those same connections.
Programs in Jackson, Mississippi and Staten Island, New York, have benefited from credible messenger initiatives. And they’ve been proven to work.
These communities are seeing reductions in rearrests, violations and antisocial behavior. Beyond that, youths are more engaged in their community, and often become credible messenger alumni themselves.
Recidivism rates have fallen drastically among youth participating in the Arches Transformative Mentoring program. Those youths had a 69 percent lower recidivism rate within a year as compared to youths who did not participate in the program. And after two years, it was 57 percent lower than their peers, according to an evaluation by the Urban Institute.
In New York, where more than 2,500 justice-involved people have been paired with credible messengers, that translates to large numbers of youth staying out of prison.
These results are inspiring other communities to adopt a credible messenger approach.
Across the country, at the King County Credible Messengers Initiative, Clark is implementing a credible messenger program for all young adults living in his county.
“Not only are we able to provide opportunities that can help previously incarcerated leaders grow in their professional leadership,” Clark says. “But we keep our young people out of the system, and we keep our communities safe.”
Clark believes credible messengers have the potential to work in every county, every city and every jurisdiction. “There are huge opportunities for this to be taken on nationwide,” he says.

An Unlikely Bond Between Chicago Teens and Veterans Is Saving Lives in the City

“How many people have you killed?”
Former Marine Julio Cortes looked into the face of the curious teen interrogating him.
“Next question,” Cortes replied.
Those are the kinds of questions we’re taught never to ask a veteran: Have you ever seen someone die? Have you been shot? Who did you kill?
But in Chicago’s Urban Warriors program, those kinds of questions are not only permitted but encouraged. That’s because the teens participating in the program have more likely than not witnessed or experienced similar violence themselves.
Cortes is one of 40 veterans currently participating in Urban Warriors, a program operated by the YMCA of Metro Chicago’s Youth Safety and Violence Prevention (YSVP) initiative. The program uses trauma-informed therapy to create and implement community projects throughout the city. Urban Warriors, one of five YSVP projects, is a five-year-old initiative with branches in a handful of Chicago’s most under-resourced neighborhoods, and it pairs veterans with youth who are at risk of committing or being subject to violence.
As nearly half of all homicides in Chicago are attributed to gangs, the need for effective intervention in the city is dire. Nationally, the percentage of those in gangs who are under 18 years old hovers around 35 percent. Psychologists have found that if young people find mentors outside the streets, they are motivated to stay away from gangs.
And that’s exactly what Urban Warriors has found effective in building up the self-esteem and self-worth of the kids in its program. The teens look up to and respect veterans, who can relate to what it feels like living in a war zone. They know what it’s like to fear for one’s life. And talking about the looming specter of violence in their lives helps youth process the resulting trauma.
“Kids identify themselves as soldiers, because they live in war zone communities,” Eddie Bocanegra, the co-founder of Urban Warriors, tells NPR. “They make the parallels between, veterans, you know, carry guns, we carry guns. They got ranks, we got ranks. They got their Army uniforms, we got our gang colors.”

During one recent conversation, Cortes and some teens in his group were discussing what it feels like right before getting shot in a drive-by shooting — the anxiety, sweat and anticipation that hits you right before you think someone’s going to pull the trigger.
“And then it turns out to be an ice-cream truck driving by,” Cortes tells NationSwell. “These kids are over-alert and watching their backs, even when they’re in the safest environments. They try to explain that feeling to other people who don’t get it. But I do.”
As a former gang member, Bocanegra knows what he’s talking about. At 14, he shot and killed a kid he mistook for a rival gang member, which landed him in prison for 14 years. While doing time, his brother — a decorated Army veteran — told him to seek therapy for the trauma he experienced on the streets and in prison.
Bocanegra listened to his brother and sought out counseling. Eventually he started working with anti-violence programs and, out of curiosity, began surveying gang members in 2013 to see who they looked up to.
“It all started based on this question we put out with high-risk youths: whom they felt safe and protected with,” Jadhira Sanchez, the director of Urban Warriors, tells NationSwell. “We gave them options such as EMT’s, cops, lawyers, doctors and veterans. And they chose veterans. That’s who they looked up to; that’s who they respected.”
For 16 weeks, three different cohorts of 20 teens — separated by sex — are partnered with five veterans. Each Saturday, the teens get to talk to each other about issues they’re currently dealing with. They get to ask questions of and seek guidance from the veterans. A social worker who can help to navigate services, such as applying for college or jobs, sits in on every conversation.
All the veterans and case workers are trained in trauma-informed care to help them navigate tense or uncomfortable conversations, but they say the single most effective approach has been simply giving the teens a chance to connect with people with whom they can relate.
“We found youth who [talk about] going into the gang world, and they compare that to basic training in the military branch. When you lose your buddy or brother in combat, some people compare that to losing someone on the streets. When you have those comparisons, they open to each other up because they feel on the same level,” Sanchez says.
“I had family who were involved with gangs, which means that even if you don’t claim it or wear the colors, you’re [guilty by association],” says Cortes. “Think about being 10 years old and your mom takes you to the good stores, and you see all the cool clothes but you can’t get it because of the colors on it. A 10-year-old has to process that. It’s little things like that.”
Urban Warriors participant William Javier can relate to the above. Javier, 17, grew up in Pilsen with an abusive father. He saw his friends join gangs and had to dodge stray bullets countless times.  
“You could literally die, going across [the street] to get some food, from a random bullet that wasn’t meant for you,” he says.
It resulted in him living inside his bedroom — trapped in his home by fear. But one day, tired of being inside and wanting to “be out there,” he thought about joining a gang.
“That life slowly starts grabbing at you and pulling you in. And my closest friend started to notice it,” he says.
That same friend pushed him into joining the Urban Warriors program two years ago. Javier was the teen who asked Cortes how many people he killed. (The veterans are not required to answer every question.)
“I knew he killed someone,” Javier says. “It was still a little [shocking] for some reason. But after that, I started to feel comfortable with him.”
Beneficial outcomes of the program have been mostly anecdotal, though Sanchez says they do survey participants before and after they complete the program. But the stories coming out of Chicago’s program are promising, and could be replicated in cities like Los Angeles or New Orleans that are also grappling with gang violence.
“I have youth that never wanted to go to college and now want to,” Sanchez says. “That’s a huge victory.”
Javier’s involvement in Urban Warriors has even saved his life, he says.
“I never saw myself graduating or living at all past freshman year. I saw myself in the grave,” he says. “After Urban Warriors, I saw myself in a better light — more open and confident and positive in life. Now, I’m close to graduating. I’m living happily. And doing the things I’m doing.”

Make Music, Change Lives

Since 2013, New York-based Building Beats has been cultivating the next generation of passionate leaders though digital music production. Founded by DJ and music enthusiast Phi Pham, the nonprofit introduces low-income students in grades 3 and up to digital music production using free cloud-based software.
The goal of Building Beats is two-fold. On one hand, it aims to fill the music education gap that affects many New York City schools. At the same time, the class doesn’t just teach young people hip-hop in a vacuum; Pham sees these workshops as an opportunity to inspire in students universal skills like problem-solving and collaboration.
“We want to empower young people with the technology they have available around them,” Pham says. “The 21st century is all about remixing different tools, different products together, and we think music is a good starting point to teach students those fundamentals.”
In the five years since it began, Building Beats has partnered with over 50 schools in the New York area to serve upward of 3,000 students. Watch the video above to see some of Building Beats’ young producers at work.

The Other Dreamers

February 15 was a heavy day for students at the New York City Lab School for Collaborative Studies. The previous day, 17 people were killed at a Florida high school, and the tragedy left them with just one thing on their minds: What can they do to enact change?
It’s a familiar, if new, refrain for many teenagers across the country as they look to make their schools safer. And as demonstrated at the recent March for Our Lives, which occurred simultaneously in 800-plus cities around the globe, these students are seeing firsthand how voicing their concerns can lead to a powerful movement.
But for the kids at the Lab School, having a voice isn’t something new. In fact, treating students as customers — where they, not the faculty, are always right — has become something of a mantra at the school, thanks to an ongoing program housed there called The Future Project.
The initiative, which focuses on giving students a say in how they want their schools run, is a response to their complaints that schools don’t give them enough agency. At a time when student engagement is problematic across the nation, The Future Project reignites interest in school by allowing students an undeniable voice in shaping their community.
“Schools were designed for one purpose — teaching the basics of math or English — and they’re not catching up with the needs and wants of young people,” says GLG Social Impact Fellow Kanya Balakrishna, co-founder of The Future Project. “You often imagine that students are dropping out of school because of performance, but what we’re seeing is those students just aren’t making the connection between the life they’re living now and what they’re seeing in school.”
Inspired by her mother, a former educator, Balakrishna worked with high school students while studying anthropology at Yale. She found that despite teachers’ best efforts, students often reported feeling bored at school and disconnected from the issues they really cared about.
“It makes such a powerful difference when someone believes in students unconditionally,” she says.
So Balakrishna took an anthropological approach to solving student disengagement: observe, analyze, then take action. She also received executive guidance through her participation in the GLG Social Impact Fellowship. Through GLG, Balakrishna and her team have explored a range of topics, from how to be better managers and build a sales team to engaging with students’ parents and driving cultural change within schools.

Unlike afterschool programs that enlist adults as mentors, The Future Project embeds a full-time employee, known as a dream director, in a school to conduct interviews and perform annual assessments to uncover the issues and obstacles facing students — all from the perspective of the kids themselves. From there, dream directors utilize a strategy called “practice of possibilities” in which students develop projects that motivate their fellow teens to get involved and become more active at school.
The program is purposefully vague on appropriate actions to take because each student population requires a unique approach.
“There are 30,000 high schools in the country, and we can’t design different services for each one. So we created a model that was focused around listening and learning and could be customized to each school,” Balakrishna explains.
The Future Project operates in 50 schools nationwide and has helped approximately 30,000 students. Of those schools, four out of five report better relationships between students and teachers.
“There is rigorous science that backs up everything we’ve been doing, even the little details like the random icebreakers that dream directors do with a student,” Balakrishna says.
At the Lab School in New York, students told resident dream director Scotty Crowe that despite a student population of just 500 there was a looming sense of detachment.
“Students were saying they didn’t know what sports teams won; they didn’t know any accomplishments of other students. We want to make people feel connected because they have common interests,” says Crowe, adding that all of the initiatives The Future Project helped create — including a school newspaper and assembly days focused around diversity — were targeted toward building a stronger community.
“Our modern school system was created over 100 years ago, and yet we’re still using it despite cultures, technologies and courses changing since then,” says Eleanor Jewel, chief dream director for New York City and New Jersey schools. “We’re still asking, ‘Why are students checked out of school at 15 or 16 years old?’ That’s what we’re trying to solve here.”
Faculty members attest to The Future Project’s effectiveness. Kay Rothman, a college advisor and psychology teacher at the Lab School, says that the program “gives real credence to what students are saying when they talk about what they need in school.”
One alumna of the program, Justice Hatterson, has leveraged the skills she learned from a photography project six years ago and turned them into a career as a model manager for her own company, Daring Imagery Model Management.
“I took what I learned in that project and started a photography business. I became an event photographer doing baby showers and weddings, and then started taking photos of people. I’ve used what I learned about marketing, leadership, supervision and coaching, and pushed those things in my business,” Hatterson, now 23, says. “I get to coach people every day and build them up. It’s kinda like I’m their dream director, and they’re my dreamers.”
Hattersonis far from alone in being inspired by her experience with The Future Project, Balakrishna says. Ninety percent of participants told the organization that they feel more connected after working with a dream director.
“As a society, we often look at school as the problem,” Balakrishna says. “But we believe school can be the solution for young people to get an experience and learn or discover their strengths, passions and purpose.”
